Binh Dinh Pharmaceutical and Medical Equipment Joint Stock Company (Bidiphar) cordially invites qualified and experienced consulting firms to register for participation in the consultant selection process for the Sterile Biotechnology Drug Manufacturing Line Project – WHO GMP & PIC/S GMP.
Bidiphar is seeking a qualified consulting partner with relevant experience to support the Project in its preparation, implementation, achievement and maintenance of compliance with WHO GMP and PIC/S GMP requirements.
The consultancy scope is expected to include facility concept engineering design, construction quality management, commissioning/qualification/validation, establishment of the Quality Management System, support for WHO GMP and PIC/S GMP certification, technology transfer, product registration strategy and product commercialization, in accordance with the scope to be defined in the official tender documents.
Stage 1 – Registration and Preliminary Qualification
Interested consulting firms are requested to review the attached documents, complete the required forms and submit the following information to Bidiphar:
- Confirmation of Participation Form;
- Duly signed Non-Disclosure Agreement (NDA);
- Presentation Registration Form;
- Consultant Company Profile and capability information;
- Qualifications and experience of the proposed key experts;
- Experience in WHO GMP and PIC/S GMP projects;
- Information and supporting evidence of similar contracts/reference projects.
Deadline for submission of the Stage 1 registration package: 17h00, 17 August 2026.
Following Bidiphar’s review of the registration package, preliminary qualification information and confirmation that the NDA has become effective, Bidiphar will issue the official User Requirement Specification (URS) and complete Stage 2 tender package on 18 August 2026 to eligible consulting firms.
Tentative Tender Schedule
- 13 August 2026: Stage 1 invitation issued and published on Bidiphar’s website;
- 17 August 2026: Deadline for submission of the Stage 1 registration and preliminary qualification package;
- 18 August 2026: Official URS and complete tender package issued to eligible consulting firms;
- 18–25 August 2026: Review of tender documents, presentations, technical discussions and clarification;
- 28 August 2026 at 15:30: Deadline for submission of the final Technical and Commercial Proposal;
- 29 August 2026 at 09:00: Bid opening.
